The 2020 Navigable Waters Protection Rule is the latest update to the definition of what is a jurisdictional Waters of the US.   A significant part of this definition requires the user to limit their wetland delineation work to typical rainfall years.

The Antecedent Precipitation Tool (APT) is an automation tool that the U.S. Army Corps of Engineers (Corps) developed to facilitate the comparison of antecedent or recent rainfall conditions for a given location to the range of normal rainfall conditions that occurred during the preceding 30 years. In addition to providing a standardized methodology to evaluate normal precipitation conditions (“precipitation normalcy”), the APT can also be used to assess the presence of drought conditions, as well as the approximate dates of the wet and dry seasons for a given location. On May 28, 2020, the Corps released version 1.0 of the APT available for public use.  This version requires a PC based computer and the ability to install beta software.  The USACOE program will only run on a Windows compatible device.  It will not run on MAC, Chrome, Android, or IOS.

The Swamp School has developed a cloud based APT tool solution.  We use the same USACOE APT software and run it on our cloud servers and deliver it to any internet connected device.  There is no software to download or install.  All weather station FTP connections are done using our servers eliminating potential security breaches to your system.  To use the tool you simply enter your study area location and  the study date.  The system will report within minutes a 90 day window of precipitation history and compare it to 30-year historical data.  A one page report is generated in PDF format that details the wet, dry or normal conditions of the study are for the selected date.

This system is entirely web based so it can be accessed using any internet connect device.  It works on mobile smartphones, Chromebooks, iPads, etc.  All of the database heavy lifting is done on our cloud  so the device you are using does not need much to run the tool.  The PDF file that is generated is usually about 100K in size so even a poor internet connection will support this.

It is anticipated that the USACOE will periodically update the tool.  As part of your subscription, we will update the tool when the stable version of the updates are released.  There is nothing you need to do to keep up with these updates as they will automatically be made.  You are the security to know that the version we are hosting is the latest stable version available.
